Basic population register in relation to administration information systems: Data sharing in public administration Czech republic

The work analyzes the current status of the basic population register in relation to agenda information systems. The theoretical part is focused on basic registers in general with a particular attention being paid to the population register. The analytical part examines in detail the current status of all configured and implemented processes that have a direct impact on the functionality of the basic population register in relation to agenda information systems and subsequent data sharing in the public administration of the Czech Republic. Attention is focused on the use and provision of reference data through Web services and information system of basic registers. The paper also analyzes the various approaches of agenda information systems of public authorities to basic Population Register and the implementation of sub-projects that have a direct impact on its operation. Evaluation of individual areas assessed is done using a statistical survey.

BAŘINOVÁ, S. eGovernment Tools Exercised by a Municipal Authority. Brno 2018: Bachelor thesis. Mendel University Brno, Faculty of Business and Economics. The bachelor thesis deals with the issues of eGovernment tools used at a munici-pal authority. Specifically, it concerns electronic archives, electronic signatures, agenda information systems, data boxes, electronic systems of public administration, Czech POINT and registers. The thesis is divided into two parts: literature research and the main part. The research part includes basic terms concerning eGovernment, a description of the aforementioned tools, corresponding with legal requirements, and the contemporary situation of eGovernment. The main part deals with the use of the tools in practice at the anonymous municipal authority of XY. The final section introduces changes proposed to secure the effectiveness of the authority.

Current state of development of Czech eGovernment

This thesis deals with the implementation of basic registers of public administration in the Czech environment. The aim of the work is to analyze the current development project of the government and the causes of its origin within the overall context of the development of eGovernment in the Czech Republic. The thesis also includes a historical excursus into the issue of data records that are currently part of the system of basic registers. The last chapters of this work contain a brief analysis of local eGovernment concepts and basic public records data (inhabitans, businesses and local data) in the Slovak Republic and the United Kingdom of Great Britain and Northern Ireland.
Development of electronisation of local administration of Zábřežsko micro region in relation with e-government

Thesis "Development of an electronisation of local administration of Zábřežsko micro region in relation with eGovernment"examines the issues of the development of electronisation of autonomy in relation to legislation and eGovernment. The topic of the public administration has been increasingly discussed in recent years not only in the context of increasing demands for processing speed and information, but also to facilitate transparency and sub-processes in public administration. Theoretical part describes the role of eGovernment in the public administration, the process of electronisation of public administration and individual services of eGovernment (Czech POINT, data boxes, basic registers, communication infrastructure of public administration), which are being in place with municipalities. The practical part evaluates the situation of software and hardware equipment, legislatively bound on a contract software and service of eGovernment on a sample of villages Zábřežsko. On the basis of the results of the questionnaire researches are determinated recommendations for sample of 20 micro region Zábřežsko.
Practice of resident evidence in the Czech Republic

This graduate work talks about problematic of evidence of inhabitans in Czech Republic practise law. The theoretic part explains the primary concepts, which are associated with evidence of inhabitans. It describes a development of legislation related with evidence of inhabitans since 1948 till present. The important part deal with state administration bodies and the major activities consistent to law of evidence of inhabitans. At the practic part, there are analyzed individually activities in case of evidence in Spálené Poříčí. Thanks to practise experience of the writer, we can read the real problems from problematic of evidence of inhabitans. At the end of this work, there are proposed resolutions of this problems, which can head to more effective procedur.
eGovernment ve vybraných obcích mikroregionu Bystřicko

Diploma thesis deals with the evaluation of the success of the introduction and analysis of the current situation of individual agendas of eGovernent at the munic-ipal offices of selected municipalities in microregion of Bystřicko. Based on com-paration of financial performance of electronization public government, Czech POINT analysis, data boxes and basic registers are formulated proposals and rec-ommendation at using of agendas eGovernment in small municipalities.
The analysis of the definiton of acivity roles in basic registers of public administration in the Czech Republic.

The thesis deals with the topic of basic registers and specific agendas' activity roles that are analyzed based on a questionnaire survey. It gives the basic overview of e-Government and the basic registers of public administration as part of e-Government. Based on the questionnaire survey conducted on particular Land Register and Register offices the structure and definition of the agenda activity roles are evaluated and the thesis identifies the intensity of various activity roles use in practice. It is concluded that the activity roles of A124 agenda are defined in the way that approximately corresponds to the actual execution of the agenda and that all the roles are actually more or less in use. On the contrary, when it comes to A414 agenda, the number of reported roles is quite maximalist. The thesis reveals that some of the activity roles are not being executed in practice at all, or they are in use only at certain offices. 67 % of both A124 and A414 agenda activity roles were proved to be defined the way that fully corresponds to the actual use of these agendas. These activity roles are being used quite often.
The integration of agenda information system with the basic registers

The aim of this thesis is to extend Reference Model Management Business Informatics (MBI) in area of public administration, and specifically for the integration with the basic registers. The issue has been current since June 2012, when a pilot operation of basic registers started. Basic registers can be considered as a pillar of the Czech e-government. Basic registers are public administration information system, that keeps so called reference data in the registers such as Register of inhabitants (ROB), Register of Legal Persons (ROS), Register of rights and duties (RPP) and Register of territorial identification, addresses and properties (RUIAN). Reference data are believed to be correct unless it is proven otherwise. The area of basic registers is governed by Act no. 111/2009 Coll., o základních registrech. MBI is a reference model of IT management, which is primarily made for people from practice. Mainly involved in the development of MBI is the information technology department at the Faculty of Informatics and Statistics at the University of Economics in Prague. The thesis consists of four main parts. The first part briefly introduces the reader into the model MBI so that he could understand the basic idea of the model and its terminology. Another section contains the introduction to the integration of an agenda information system with the basic registers. The part defines terms such as e-government, basic registers, agenda, agenda information system. It also describes the benefits of basic registers for citizens. Following part is dedicated to the definition of new objects of the model. New objects extend the model in the area of public administration with respect to integration of the agenda information system with basic registers. The last major part of thesis verifies chosen objects in the model situation. Aims of the thesis are achieved by analyzing the web portal and current MBI objects. It is also analyzed in detail the issue of basic registers and integration of agenda information system. The main source of information for this issue is the legislation. Further information is obtained from documents created by administrator of Information system of basic registers and work experience of the author. Contribution of the thesis involves a complex view on the issue without a good knowledge of IT environments of public administration. Using the newly created MBI objects involved people should be able to integrate agenda information system with basic registers
